China Internet Network Information Center (CNNIC) released the 46th “Statistical Report on China’s Internet Development Status” (hereinafter referred to as the “Report”) in Beijing. The “Report” focuses on five aspects: Internet infrastructure, the size and structure of Internet users, Internet application development, Internet government development and Internet security, and strives to provide comprehensive and comprehensive data presentations to comprehensively reflect my country’s Internet development in the first half of 2020.
The Internet inspires majestic forces to help achieve major victory in the fight against the epidemic
According to the “Report”, as of June 2020, the number of Internet users in my country reached 940 million, an increase of 36.25 million from March 2020, and the Internet penetration rate reached 67.0%, an increase of 2.5 percentage points from March 2020. CNNIC Party Secretary and Deputy Director Wu Tienan pointed out that during the epidemic, my country’s Internet industry demonstrated great vitality and resilience. It not only played a key role in the precise and effective prevention and control of the epidemic, but also in digital infrastructure, digital economy, and digital benefits. Significant progress has been made in such areas as digital governance, and has become an important force for my country to respond to new challenges and build a new economy.
Zhang Xiao, deputy director of CNNIC, interpreted the report and summarized the highlights of China’s Internet development in the first half of 2020 from eight aspects:
First, the “net” gathers power, and “new formats” help fight the epidemic and stabilize the overall situation. In the first half of the year, application services such as online education, online medical care, and telecommuting played a huge role in maintaining the normal operation of the social economy and stabilizing the basic needs of people’s livelihood. As of June 2020, the number of online education users reached 381 million, accounting for 40.5% of the total netizens; the number of online medical users reached 276 million, accounting for 29.4% of the total netizens; the number of remote office users reached 199 million, accounting for 21.2% of the total netizens .
The second is to “net” science and technology, and “new infrastructure” to increase vitality. In the first half of the year, the central government accelerated the intensive deployment of “new infrastructure” and made positive progress in many important areas: as of the end of June 2020, the number of 5G terminal connections had exceeded 66 million, and three basic telecommunications companies had opened more than 400,000 5G base stations. More than 500 industrial Internet platforms with distinctive features and diverse capabilities have been cultivated in the industrial Internet field. As of July 2020, my country has allocated 1.442 billion IPv6 address users and 362 million active IPv6 users. The top 100 commercial websites and applications have all supported IPv6 access.
Third, the “Internet” promotes development, and the “new economy” expands domestic demand to help transformation. As of June 2020, my country’s e-commerce live broadcast, short video and online shopping users have increased by more than 5% compared with March, and the number of e-commerce live broadcast users has reached 309 million, an increase of 44.3 million compared with March 2020, and the scale growth rate has reached 16.7 %, becoming the fastest-growing personal Internet application in the first half of the year, providing a positive boost for promoting the transformation of traditional industries and driving the upward trend of agricultural products. The number of online retail users reached 749 million, accounting for 79.7% of the total netizens. The market has maintained the number one position in the world for seven consecutive years, providing important support for the formation of a new development pattern.
Fourth, there is a temperature in the “Internet”, and “Xin Huimin” Liphui helps alleviate poverty. As of June 2020, the number of netizens in my country has reached 940 million, equivalent to one-fifth of the global netizens. The Internet penetration rate is 67.0%, which is about 5 percentage points higher than the global average. The digital divide between urban and rural areas has narrowed significantly. The difference in Internet penetration rate between urban and rural areas is 24.1%, and it has shrunk to within 30% for the first time since 2017. As an important means of poverty alleviation, Internet poverty alleviation has been increasingly understood and participated by netizens.
Fifth, “net” brings culture, “new spread” tells stories and creates a new style. As of June 2020, the number of users of online video (including short videos) in my country has reached 888 million, accounting for 94.5% of the total Internet users. Among them, short videos have become a new choice for news reports and a new standard for e-commerce platforms. The number of online news users is 725 million, accounting for 77.1% of the total netizens. Online news uses social networking, short video and other platforms to visually improve its communication efficiency and help anti-epidemic propaganda reports.
Sixth, the “net” knows the world and the “new tool” sees the world from a close distance. As of June 2020, the number of online payment users in my country has reached 805 million, an increase of 4.8% from March 2020, accounting for 85.7% of all Internet users. The scale of the mobile payment market has been the largest in the world for three consecutive years. It has played an important role in benefiting the people during the epidemic. It has expanded more “+payment” application scenarios; instant messaging has become one of the fastest-growing applications during the epidemic, with 931 million users, an increase of 34.66 million from March 2020.
Seventh, the “net” fills in demand, and the “new service” ensures capacity to supplement supply. Affected by the epidemic, online channels have provided new development windows for the service industry. Digital services such as online food delivery, online education, online car-hailing, and online medical services are booming, with the number of users reaching 409 million, 381 million, 340 million, and 276 million, respectively, accounting for 43.5%, 40.5%, 36.2% and 36.2% of the total Internet users. 29.4%, which not only met the needs of netizens, but also contributed to the digital development of the service industry.
Eighth, “online” talks about governance, and “new governance” promotes legislation for innovation. As of June 2020, the number of users of online government services in my country has reached 773 million, accounting for 82.2% of the total Internet users. In the first half of the year, the government’s governance system was continuously improved and governance capabilities were continuously improved. The “Civil Code” and “Data Security Law (Draft)” have gradually promoted that digital governance has laws to follow; a multiple collaborative governance system around government, platform, and society is being formed at an accelerated pace; online government services are becoming more mature, and the construction of national government service platforms has achieved outstanding results.
Promote the “Internet + government services” to ensure both prevention and control of the epidemic and resumption of production
Wang Yimin, director of the e-government research center of the Central Party School of the Communist Party of China (National School of Administration) and deputy director of the National E-government Expert Committee, believes that the data in the “Report” fully reflects the continuous improvement of my country’s Internet + government service level during the first half of the The governance system has been continuously improved. First, the construction of the national government service platform has achieved outstanding results. As of June 2020, the national government service platform has registered users of 126 million people, with a total of 1.002 billion visitors and 5.891 billion page views. The five-level online service system of “cross-to-side and vertical-to-bottom”, “covering urban and rural areas, interlocking up and down, and having clear levels” has taken shape. The second is grid governance. Urban and rural communities in many provinces and cities have actively carried out epidemic prevention work through digital tools such as community WeChat groups and small programs, which has become a major innovation in grassroots governance. Third, “Internet + government services” has strongly promoted the resumption of work and production after the epidemic. The national government service platform has successively launched the “Service Column for Small and Micro Enterprises and Individual Industrial and Commercial Households” and 15 service topics including epidemic prevention and control, resumption of work and production, and employment services. , At the same time, the establishment of the “Epidemic Prevention Health Information Code”, which gathers and supports the sharing of 623 million “Health Code” data in various places, has served 600 million people in total, which has become an important innovation in supporting epidemic prevention and control with big data.
The security experience of Chinese netizens continues to improve, and the network security environment is further improved
Under the background of “new infrastructure”, new formats of the digital economy help improve China’s economic “resilience”
Lu Benfu, vice chairman of the National Institute of Innovation and Development Strategy and director of the Network Economy and Knowledge Management Research Center of the University of Chinese Academy of Sciences, believes that under the impact of the new crown pneumonia epidemic in the first half of the Corporate management and business activities are facing new challenges. The new business forms, new models, and rapid development of digital technology in the digital economy provide important support for enhancing the resilience of China’s economic “ligaments” and promoting the formation of new economic growth points. First, digital technologies such as 5G and Industrial Internet provide the underlying foundation for the digital economy. With the help of digital technology, large-scale matching algorithms and high-speed network transmission to the cloud, information transmission is faster and energy dissipation is less, which promotes the digital economy to become a “low entropy economy.” Second, digital consumption such as online shopping provides new impetus to promote economic internal circulation. In the first half of the year, the scale of online retail has exceeded a quarter of the total retail sales of consumer goods, and its support for consumption has been further enhanced. The “Report” data shows that new e-commerce models such as fresh food e-commerce, agricultural product e-commerce, cross-border e-commerce, and second-hand e-commerce have also maintained rapid development, with user scales reaching 257 million, 248 million, 138 million and 6143, respectively Wan, played an active role in promoting the upward trend of agricultural products, driving the return of consumption and promoting the development of idle economy. Third, digital services represented by telecommuting are forming new service formats. It can be found from the “Report” that the number of users of online education, online medical care, and telecommuting reached 381 million, 276 million, and 199 million, respectively. They have become Internet applications with great development potential, and they continue to enhance economic growth while promoting service industry innovation. toughness.
Network poverty alleviation has achieved remarkable results, and it is necessary to establish a long-term mechanism against the revitalization of the target village
Wang Xiangdong, former director of the Information Technology Research Center of the Chinese Academy of Social Sciences, believes that the “Report” uses multiple dimensions of data to record my country’s remarkable results in online poverty alleviation, which is very rare. First, the rural areas have achieved network coverage, and the urban-rural gap has been significantly reduced. According to the “Report” data, the Internet penetration rate in rural areas in the first half of the year was 52.3%, an increase of 6.1 percentage points from March 2020, and the difference in Internet penetration rates between urban and rural areas narrowed by 6.3 percentage points. Second, the era of “same network and same speed” in rural and urban areas is coming. The proportion of the country’s poor villages connected to optical fiber has increased from less than 70% in 2017 to 98%, and the proportion of poor villages in the deeply impoverished areas with broadband access has increased from 25% to 98%. Third, the effectiveness of online poverty alleviation has been recognized by the majority of netizens. As of June 2020, the proportion of netizens who recognized that the Internet is “providing help for the poor,” “helping agricultural product sales through e-commerce,” and “providing more opportunities for work and medical education for the poor” has increased compared with March 2020. Wang Xiangdong also stated that online poverty alleviation should be based on the consolidation and expansion of poverty alleviation results in benchmarking rural revitalization and establishing a long-term mechanism. It is necessary to achieve poverty alleviation through online consumption from helping poverty alleviation within a time limit to helping stabilize poverty alleviation, from helping absolute poverty to helping relative poverty , From “blood transfusion” to “bloodmaking”, from helping poverty alleviation to revitalizing industries.
